China Denies US Accusations and Evades Responsibility for Fentanyl; Recognizes Cooperation with Mexico
Chinese Embassy in Mexico Responds to Allegations
On July 18, 2023, the Embassy of the People's Republic of China in Mexico issued a "solemn declaration", denying the origin of precursor chemicals for the production of fentanyl as Asian, and blamed the United States Government for slandering the Asian nation and evading responsibilities for the presence of this synthetic drug in the U.S.
"The U.S. ambassador to Mexico, Keneth Lee Salazar, and other U.S. officials have slandered that the precursors that Mexican cartels use to illegally produce fentanyl come from China," the Chinese Embassy in Mexico stated.
Furthermore, the diplomatic representation of the Asian country declared that the Chinese Government was overseeing the fentanyl-related chemicals with "great importance" and highlighted that the responsibility for the flow of such chemicals did not lie with the administration led by President Xi Jinping.
"The root of the fentanyl crisis in the United States is within itself, and reducing supply and domestic demand is the fundamental solution," added the Embassy of the People's Republic of China in Mexico, whose head is Zhang Run.
China's Controls on Fentanyl Precursor Chemicals
In addition, the Chinese diplomatic mission highlighted that the Chinese government had been controlling the supply and administration of substances related to the production of fentanyl since May 1, 2019, while the United States had not done the same.
"What the United States should do is reflect on itself, strengthen internal control of prescription drugs, intensify the dissemination of the dangers and damages of drugs, and reduce domestic drug demand, instead of slandering and blaming other countries," argued the Embassy of the People's Republic of China in Mexico.
According to the Asian country's diplomatic representation, the Chinese government had classified and controlled 38 precursor chemicals for the production of fentanyl, 14 more than those pointed out by the United Nations (UN), including substances similar to ephedrine. These measures had been recognized by the international community, according to the aforementioned Embassy.
As a result, the Chinese government absolved itself of all responsibility for the illegal distribution of fentanyl in other countries, stating that "the responsibility to prevent the flow of uncatalogued chemicals towards drug production falls on the importing country."
China's Cooperation with Mexico on Drug Manufacturing Oversight
The statement also mentioned the cooperation between the Chinese government and its Mexican counterpart. It indicated that "currently, the two sides are actively coordinating and strengthening the supervision of drug manufacturing substances." The communication channels were fluid, and the bilateral relationship was considered of "great importance."
Analysis
The Chinese Communist Party (CCP) statement is an obvious lie. There has been enough intelligence showing that the CCP gives tax incentives to chemical manufacturers to make fentanyl precursors. These same chemical manufacturers are only allowed to sell them to two sources; the Sinaloa Cartel and CJNG. Chinese organized crime is also laundering money for the mexican cartels. To make matters worse, many of the illegal indoor marijuana grows in the United States are run by Chinese organized crime. This statement is completely laughable, but it is correct in that our federal government lacks a clear vision on how to tackle our domestic fentanyl consumption.
